Deputy Regent of Biak Calls for Legal Certainty of KNPI Before Regional Assembly

Biak, Waironnews.com — Deputy Regent of Biak Numfor, Jimmy CR. Kapissa, received a visit from the management of the Indonesian National Youth Committee (KNPI) of Biak Numfor Regency at his residence in Ridge Biak on Friday (March 20, 2026).

The meeting discussed the internal condition of the Indonesian National Youth Committee (KNPI), which is still facing issues regarding the legitimacy of its leadership, as well as plans for the upcoming Regional Assembly.

Jimmy stated that the dynamics within KNPI are not only occurring at the regency level but also at the Papua provincial level. Therefore, careful consideration is needed in making decisions to avoid triggering further conflict.

 “The issues within KNPI occur in stages up to the provincial level, so they must be addressed comprehensively,” Jimmy said.

He explained that the local government is still awaiting legal certainty regarding the legitimacy of KNPI’s leadership.

Coordination has been carried out with several parties, including the Legal Bureau of the Papua Provincial Secretariat and the National Unity and Political Agency (Kesbangpol) of Papua Province.

In addition, communication has also been established with the National Unity and Political Agency (Kesbangpol) of Biak Numfor Regency to ensure regulatory clarity regarding the organization’s status.

However, as of now, there has been no final decision regarding the legitimacy of KNPI at the provincial level.

“We have carried out coordination, but there is still no definitive decision regarding the status of KNPI,” he said.

Regarding the plan for the KNPI Regional Assembly, Jimmy emphasized that the local government is, in principle, open to facilitating the event.

However, its implementation must be based on a clear legal foundation.

According to him, legal certainty is important to ensure that the results of the Regional Assembly do not create problems in the future.

He also urged all youth elements in Biak Numfor to maintain a conducive situation and prioritize unity in responding to organizational dynamics.

“We are ready to facilitate the Regional Assembly, but there must be a clear legal basis,” he added.

Jimmy further stated that after the Eid al-Fitr celebration, the local government will communicate with the Provincial Board of KNPI Papua to unify perspectives amid differences in leadership.

In addition, the local government plans to bring representatives from disputing parties to coordinate with the Ministry of Law and Human Rights.

This step is expected to produce legal certainty regarding the leadership of KNPI.

“We want KNPI to be a unifying forum for youth, not the opposite,” Jimmy said.

He stressed that the local government does not side with any particular group and only encourages the establishment of a legally recognized KNPI leadership.

Thus, the Regional Assembly can be held soon and produce definitive leadership.
